The pace of development of society is not equal everywhere. There are various reasons for it. Some of it are as below :-

1) Some people are poor and some are rich. Hence it is not level playing       field.

2) The different between castes. Hence we have caste based reservations.

3) The political equation within the state or city  

4) The climatic conditions of the area. Example:- In extreme hot and cold areas development is generally slow.
