At that time, Minorities were not allowed to use same public facilities as the Race majority, and have to settle with ones with lesser quality (Bad public school, bad public transportation seats, etc)

This was a Legal law created by the government.

Imagine if all people back then were okay with that and always follow the rule anyways without conducting any protest.
