The rules that imposed by authority in a certain society does not necessarily 'Fair' or made in good intention. If in such cases Everyone still become a 'rule follower', more and more people will succumb to misery and we will never reach a more equitable society.

Example of this would be United States During Segregation period.

At that time, Minorities were not allowed to use same public facilities as the Race majority, and have to settle with ones with lesser quality (Bad public school, bad public transportation seats, etc)

This was a Legal law created by the government.

Imagine if all people back then were okay with that and always follow the rule anyways without conducting any protest.
