Hydrogen has only one electron in the valence shell, carbon has 4, nitrogen has 5 and oxygen has 6. So, to complete the octet (or duet in case of hydrogen) they need, respectively, 1, 4, 3, and 2 electrons.

Thus, each hydrogen will share one electron with carbon, and the last electron of it will be shared with nitrogen, and it will still have 4 electrons to share. It can share 2 electrons with both oxygen, and expand its octet, but it is unstable, thus, it will form a resonance structure (the electrons will be relocated), and charges will be formed. One of the oxygens will share only one electron with nitrogen.
