We're basically being asked "we started with 21,495 and increased by 82%, what is the new value?"

Take 82% of this to get 0.82*21495 = 17,625.9 which rounds to 17,626 since it doesn't make sense to have a decimal or fractional portion of a person. So the number of workers has increased by about 17,626 people.

Add this to the original amount to get 21,495 + 17,626 = 39,121 which is the answer
