From observing the liquid you can get the following information: the color, the state of matter, the smell  and the fluidity [that is, does it flow freely or it is viscous in nature].
By measuring, you can get the volume of the liquid using measuring cylinder. You can also determine the temperature of the liquid at the room temperature using thermometer.
