Let x be the number of pieces that Ella bought.
So, the cost of one piece is 2.16/x
A penny chipper means (2.16/x-0.01) per piece. 
And  (2.16/x-0.01)*(x+3)=2.16

Now, we will try to solve the following equation:
(\frac{2.16}{x}-0.01)\times(x+3)=2.16.

Solving the above equation for x we get x=24. Answer D.
