Since we have given that

8 out of 11 people are carrying a briefcase.

Then fraction of people carrying a  briefcase = \dfrac{8}{11}

Fraction of people do not have a briefcase = 1-\dfrac{8}{11}=\dfrac{11-8}{11}=\dfrac{3}{11}

Similarly, if there are 700 people on a subway, then we will  find the number of  people do not having a briefcase.

Since there is a direct variation,

\dfrac{3}{11}=\dfrac{x}{700}\\\\\\x=\dfrac{700\times 3}{11}\\\\\\x=190.90\\\\\\x\approx 191

Hence, there are approximately 191 people that do not have a briefcase.
