The incident commander is the person that responsible for all aspects of an emergency response including quickly developing incident objectives, managing all incident operations, application of resources and responsibility for all persons involved.

The incident coordination makes sure that onsite organization in charge of the incident receives everything they need. It involves the activities that ensure the onsite Incident Command System (ICS) organization receives the information, resources, and support needed to achieve those incident objectives. ICS is structured to facilitate activities in five major functional areas such as command, operations, planning, logistics, Intelligence & Investigations, finance and administration. Coordination takes place in a number of entities and at all levels of government.

Examples of incident coodination are the Emergency Operations Centers (EOCs), Multiagency Coordination (MAC) Groups, Departmental Emergency Operations Centers (DEOCs), and Joint Field Offices (JFOs), establishing policy based on interactions with agency executives, other agencies, and stakeholders, establishing priorities among incidents, resolving critical resource issues, facilitating logistics support and resource tracking,  collecting, analyzing, and disseminating information to support the establishment of shared situational awareness also establishing priorities among incidents.
