The you have to find is there is a set of numbers that have the same ratios: 6:9:4 but has lower whole numbers.

That is only possible if the three numbers ha a common divisor, which is not the case. This is, there is not a whole number that is a divisor of 6, 9 and 4, and that means that the empirical formula is the same formula shown C6H9O4.
