I believe this answer to be correct because Javier is only seeking to spend 35 dollars maximum. The key is that word. The <= sign indicates that no matter how many red roses/white roses, he cannot spend over what he set for himself.

As for the second part, it's simply asking you how many does he want to have in a bouquet. He wants 12 minimum.
