Although the  underlined sentence is not clear it is quite obvious that the only sentence that can do 3 of the options is <em>Wherever you look, new plant life is basking in the warm spring sun</em>.

Apart from adding  variety and meaning to the writing, it is the one that addresses the reader, introduces a new idea and  combines ideas in a complex sentence. Since all the other sentences in the paragraph are simple sentences  the only sentence that is a complex one is this so it is not necessary to underline it.
