Explanation:

The Release Train Engineer (RTE) has the main work of supporting as well as coaching the Agile Release Train (ART). They are capable of steering ART successfully and to navigate the complexity in delivering  the software in large and inter-functional environments.

If we analyze the staritning point we see that the initial velocity can be founded like this:

And if we look the figure attached we can use the point A as a reference to calculate the angular impulse and momentum equation, like this:

And if we integrate the left part and we simplify the right part we have

And if we solve for \omega we got:

In this way, a internal electric field is created, that opposes to the external one due to the capacitor, which overall effect is diminishing the total electric field, reducing the voltage between the plates, and  increasing the capacitance proportionally to the dielectric constant of the Teflon.
