Accuracy accounts for the ability to obtain the real or target result. In this case, the bullseye. Definetely the person was not accurate because couldnt hit the targe.

Precision refers to the ability to repeat a measure of obtain the same result. In this case the person was able to repeat the the same spot several times, so he/she is precise.
