Answer:

A common man cannot tell about the reason of crime  but researchers have identified various factors that are present in jurisdictions with high crime rate. These factors are job availability, poverty levels, average age of population and police policy.

In the areas with poor populations crime is a way to get access to the goods they may not otherwise afford. Peoples upbringing and environment also shape their world view and affects their decisions.  Age of population is also correlated with the crime such as violence is a young man's crime and the places where the population is aged witnesses less crime.  

In 2012 the crimes enforcement made 12,200,000 arrests that was 200,000 less from 2011, most of the arrested offenders were of over 18.
