We can rule out option A because both Gravity and Strong Nuclear Force are strong. We can also rule out option B since Gravity works universal wise with its area of effect. And we can rule out option D since Strong Nuclear Force doesn't rely on Mass. This leaves us with option C since Gravity acts on anything and everything. It's strength just rely's on distance and mass.  Strong Nuclear Force has a sort distance of radiation but ultimately works if just one object is nearby in it's radius.
