The inequality isn't greater than OR EQUAL TO which marks out B and D.
The inequality is showing that it is greater than -21 meaning that the shaded area should be towards the positive which in turn marks out A.

Divide everything by 3.
6x - y < -7

Subtract 6x from both sides.
-y < -6x - 7

Divide everything by -1
y > 6x + 7

Since there isn't a line under the sign, it will be a dotted line on the graph. And since it is greater than, the right side of the line will be shaded. Therefore, the answer is C
